Kindly let us express our sincere gratitude on behalf of Balochistan People's Party and Baloch people from Western (Iranian held) Balochistan for your justified and courageous stand on the plight of Baloch people in Eastern (Pakistani held) Balochistan.

Attached is a brief submission relating to:-
The military operation by Pakistan's armed forces resulting in widespread human rights violations in Eastern Balochistan (Pakistan).

This submission is provided to: -
1. inform you on growing concerns for human right in Balochistan and,
2. request certain action by you and your colleagues in the European Parliament.

We believe that any long-term and strategic approach by, and policy of, the international community and the European Union in particular, requires protection of democratic rights of the Baloch nation. Defending Baloch national rights is a visionary approach that can promote the stability of the region, the interests of Baloch people and humanity at large.

The Baloch people, all over the world, are highly grateful for your efforts to persuade the European law makers to raise the issue of criminal acts being committed by the Pakistani military regime, including disappearances and systematic torture at the hands of security and intelligence agencies against Baloch people.

Submission relating to:

The military operation by Pakistan's armed forces resulting in widespread human rights violations in Eastern Balochistan (Pakistan)

Background

The situation in Balochistan has worsened since General Parvez Musharaf and his military associates took over the leadership of Pakistan. The Pakistan Army has been deployed in huge numbers in Balochistan for the fifth time, Balochistan has suffered four Pakistani military onslaughts before during 1948, 1958, 1963 and 1973-77 which resulted in the loss of thousand of Baloch lives and the destruction of property.

More then 4000 innocent Baloch people have been abducted by Army and Para-military organizations from different areas of Balochistan and their whereabouts are still unknown. The extra-judicial killing of 12 Baloch civilians in Dera-Bugti district in January 2006, while in the custody of the army, was highlighted in national and international media. Innocent children, women and elderly people were killed and injured in hundreds during the indiscriminate aerial bombardment on Baloch settlements.

The Pakistani government has recently been intensifying human rights violations, even outside Balochistan.

Recent incidents:

  1. On March 22, 2006 at the request of the Pakistani military government the United Arab Emirates (UAE) government in Dubai detained Ghazain Marri who has been working and living for the last 6 years in UAE on a working visa permit issued by Dubai authorities. It seems that the UAE authorities are in the process of handing him over to Pakistan. The case registered against him in Pakistan is politically motivated to put pressure on his father (Nawab Khair Bux Marri, who is a Baloch nationalist leader in Balochistan).
  1. On Tuesday morning (04- April-2006) in Pakistan's KARACHI International Airport the intelligence agencies arrested another Baloch Munir Mengal (Director of Balochi-language TV station).  Upon his arrival from Dubai by an Emirates Airline flight, at the immigration counter he was abducted by the intelligence agencies and so far his fate remains unknown. Mr. Mengal with the help of some other Baloch in Diaspora wanted to launch the first Balochi-language satellite television channel, “Baloch Voice”. The channel will be based in the United Arab Emirates and will telecast news bulletins, dramas, music, cultural, sports and entertainment programmes. Since, Pakistani police and intelligence agencies are known for the violation of human rights, Mr. Mangle’s family has expressed concern that he is under severe torture.
  1. Since April 06, 2006 the residence of Balochistan National Party's president Sardar Akhtar Mengal in Karachi has been besieged by the military police and intelligence agencies. They took three of Mengal's guards and the power and water supply were disconnected.

 

Action requested

 Recognizing your efforts, the Balochistan People's Party appeals to you and your colleague's to:-

      • maintain your defence of deprived Baloch people
      • continue to urge the European countries to take a pro-active role in Balochistan.

Further, we ask you and your colleagues to:-

· petition the President of the European Parliament Mr. Josep Borell to appoint a special reporter on Balochistan

      • seek the closing down of the irregular detention camps
      • seek free access for the media and representatives of civil society including access to jails
      • seek guaranteed freedom to the Red Cross to operate freely in the region and
      • organize a conference on the Current Situation in Balochistan.
