Oppn calls for political dialogue in Balochistan

Press Trust of India
Islamabad, August 5, 2006

Opposition parties in Pakistan's Senate have slammed the government for its handling of the nationalist revolt in Balochistan province and demanded an immediate halt to the military operation to give way for political dialogue.

During a debate on the situation in Balochistan, where rights groups allege hundreds of people have gone missing in the military crackdown against Baloch rebels, Senator Rahmatullah Kakar of the Muttahida Majlis-e-Amal (MMA) demanded provincial autonomy to end the crisis.

He also demanded that all those who had allegedly been abducted by personnel of various agencies be produced in court and the kidnappers punished in accordance with law.

As a spate of petitions on missing persons came up before courts, Pakistan's army and defence department told the judiciary they have no administrative control over intelligence agencies nor could they make them produce the detained persons.

Another MMA senator, Dr Saed asked the government to announce a general amnesty for Baloch people by ending punitive actions against them, the Dawn newspaper reported.

He also demanded implementation of the recommendations of a government-appointed Parliamentary committee, which worked out a political understanding with rebel leaders.

Abdul Malik of the Balochistan National Party (Hayee group) described the military operation as part of an "international game in which rulers were playing as tools in the hands of planners".

He alleged that 200,000 acres land along the border with Iran had been handed over to Pakistan Air Force and there were speculations that it wouald be sold to the US.

Dear Friends,

I have tried here to translate Mubarak Qazi's poem, "Cry of the camel". It is a rough translation and may not be free from shortcomings. Mubarak Qazi is a great poet but is a govt servant and it can be seen from this poem how his pen is guTgeer. He is probably referring to himself in the camel.

Bk

Cry of the Camel

(Dedicated to the women martyrs of Dera Bugti in Balochistan and to their killed camels)
By Mubarak Qazi

O God,
O God of justice,
O Master of living things, of music and of sufferings,
Please forgive this grass-eating animal (the camel),
O God,
O God,
I have supplications and requests with you,
I request and ask permission to make a plea to you
O God,
It has been for some time that strange soldiers have arrived in our villages,
They have killed mothers and suckling babies, old and young,
They have killed them and thrown them away carelessly,
And a number of other valiant tigers,
Are taken to unknown lands,
(Who knows whether they are dead or alive)
They have burnt down all of our villages and houses,
Kud’d’ik, kargi’n, pishband and matted tents (first three are different types of thatched houses),
Houses and mud-brick rooms,
The looters have taken away all our belongings and properties with them,
Only I have survived with five or six baby-camels and she-camels,
Place to place, destination after destination, I wonder,
I can’t find anywhere a kind person,
The whole town has been shattered,
O God,
O just God,
O kind God,
I am startled and surprised what to do,
Now that these strange foreign troops are out in searching for me in settlements and villages,
Down on the earth is the noise of Kalashnikovs,
Up in the sky are shining war planes,
O God,
O God,
O Knowledgeable of every existing thing,
Please allow me to ask you one or two questions,
O God,
which camp and armed men I have provided training to?
Which markets or buses have I put on fire to?
At which General’s garden have I thrown a bomb?
Which factory owner’s son have I kidnapped?)
Which railway line have I destroyed?
Which bank have I robbed?
O God,
What is our duty?
To serve our master throughout the life,
Whatever is his command, we obey the same,
These humans of Yours, save me from them,
O God, I am thankful that I am not a human being.

List of websites blocked by authorities gets longer

12-08-2008

Reporters Without Borders today condemned the decision of the Pakistan Telecommunication Authority (PTA) on 26 July to add 34 new web addresses to the list of sites to which it blocks access. For the most part they were Baluch nationalist sites, online radio stations and sites relating to the Sindhi minority.

“We deplore these latest filtering measures and we insist, yet again, that it is not the PTA’s job to decide whether websites should be blocked,” the press freedom organisation said. “We believe that such decisions should be taken by a judge, after equitable legal proceedings, and definitely not by an entity under government control.”

Don’t Block the Blog, a collective of Pakistani bloggers that combats censorship, told Reporters Without Borders there was little point to these blocking measures as information always found a way of getting out on the Internet. They just hurt the government’s image while giving the targeted website’s content a credibility it did not always deserve, the group said.

The collective stressed that it favoured online free expression. “Pakistani voices, be they supportive of the government or dissenting rants, should all be given a chance to be heard,” one of its founders said.

Most of the newly-blocked sites are linked to the Baluch nationalist movement, which wants independence for the southwestern province of Baluchistan. There has been sporadic fighting between the movement’s armed supporters and government forces in the province for years. Online radio stations that report on the army’s operations in Baluchistan have also been blocked.

Two Sindhi sites were also added to the blacklist, including one operated by the Washington-based World Sindhi Institute, which defends human rights in the southeastern province of Sindh. And several of the web addresses on the list do not in fact correspond to any existing website.

The PTA previously ordered the blocking of five websites on 25 April on the grounds that they were posting “misleading information”. Four were Baluch nationalist sites and the fifth was a Hindu extremist site. As is the case now, the decision was not endorsed by a judge.

Before that, the PTA blocked 12 websites on 28 February for posting the controversial Mohammed cartoons that were first published in the Danish daily Jyllands-Posten. They included the blog platform Blogger (Blogspot.com), which hosted one of the websites that posted the cartoons. Access to the entire platform was blocked within Pakistan, with the result that millions of blogs disappeared from the Pakistani Internet.

Don’t Block the Blog reported today that Blogger is again accessible. But the collective stressed that this is not necessarily definitive, as the blocking of the site was already lifted twice, on 2 and 29 May, only to be reinstated a few days later.

The list of 34 newly-blocked websites:

Tehran alerted on possible entry of BLA members

12-08-2008
By Our Staff Reporter

ISLAMABAD, Aug 8: Islamabad has alerted Tehran that runaway leaders and members of Balochistan Liberation Army (BLA), which has been declared a proscribed organisation in Pakistan, may try to sneak into Iran.

“Even though there is no proof of any BLA men having taken refuge in Iran, we have given them intimation in this regard so that they remain alert,” Secretary Interior Syed Kamal Shah told newsmen here on Tuesday.

Mr Shah had returned to the country two days ago after attending a Joint Working Group (JWG) meeting of Pakistan and Iran.

He said that Pakistan and Iran were worried about illegal cross-border movement between the two countries.

He disclosed that Pakistan had provided a list of 10 most-wanted terrorists likely to be hiding in Iran.

To a question, he said Iran had also sought arrest of one Abdul Rehman Regi, wanted in cases of killing and kidnapping of Iranians. He said they were showed a video-tape of Regi and his associates slaughtering an abducted Iranian near Pakistan-Iran border area in Balochistan.

To another question, the secretary interior said at least 94 Pakistanis were languishing in Iranian jails. Similarly, Iranians were also imprisoned in Pakistani jails, he added.

During the JWP meeting, it was decided to grant consular access to the prisoners on reciprocal basis, he said.

Mr Shah said the two-day JWG meeting between interior ministries of the two countries, held after a gap of three years, discussed wide ranging issues including border controls, terrorism, exchange of prisoners, human trafficking and drug smuggling.

He said the two sides underscored the need to further strengthen bilateral ties to combat terrorism, human smuggling and drug trafficking.

Recognizing that terrorism poses a big threat to both the countries, the meeting resolved to closely cooperate with each other in combating the menace through exchange of information and intelligence, he said.

The meeting appointed focal persons in Pakistan’s FIA and Iran’s Directorate General of Law Enforcement for exchange of information on human trafficking, he said, adding that it was also decided that the FIA director general and the concerned Iranian official would meet every six months for better coordination to combat human trafficking.

On drug-trafficking, the secretary interior said the two sides expressed satisfaction over the existing cooperation and agreed to boost it further.

The meeting appointed focal persons to ensure implementation of the decisions and agreement reached during the special security committee meetings, he said. Iran’s director general for Border Affairs and Smuggling and Pakistan’s additional secretary Ministry of Interior had been nominated in this regard, he added.

BNP issues list of ‘detained activists’

12-08-2006

QUETTA: The Balochistan National Party-Mengal has issued a list of more than 100 political activists allegedly detained illegally by intelligence agencies, said BNP President Sardar Akhtar Mengal in a statement on Thursday.

Mengal said that the actual number of missing political activists was higher than the number mentioned in the list. “The government is victimising our activists politically,” he said, alleging that hundreds of political workers of the BNP and other nationalist parties had been detained illegally along with their families, and nobody knew of their whereabouts.

He accused Federal Interior Minister Aftab Ahmed Sherpao and Balochistan Governor Owais Ahmed Ghani of lying about the whereabouts of the workers. “They said initially that there were no Baloch workers in government agencies’ custody, but they admitted later that a few Baloch were detained.

The government, however, is refusing to give an exact figure for the number of detained Baloch workers,” he added. Mengal, a former Balochistan chief minister, said Samiullah Baloch, the brother of his party’s information secretary Sana Baloch, had been picked up by intelligence agencies because of Samiullah’s political activity.

The BNP chief demanded the judiciary intercede for the release of the ‘hundreds of political workers’.

By Amanullah Kasi

16-08-2006

QUETTA, Aug 15: The leader of opposition in provincial assembly, Mr Kachkol Ali Baloch, has urged the secretary general of the UN to take up in the Security Council the issue of what he called excesses committed by security forces against civilian population in Dera Bugti and Kohlu.

At a press conference at the MPA hostel on Tuesday, he alleged that since July 2, jet planes and helicopters had been bombing Dera Bugti and Kohlu areas and killing innocent people.

He accused troops of dropping bombs on civilians and police of arresting hundreds of youths from Quetta, Khuzdar and Turbat over the past three days.

Mr Kachkol, who was accompanied by Balochistan National Party’s deputy parliamentary leader Akhtar Hussain Lango, claimed that 140 people had been dumped in two small rooms of Sariab police station.

He said the United Nation and the European Union should take notice of the situation. He said sons of the soil were being treated like animals, but human rights organisations were doing nothing to protect their constitutional rights.

UNPO: “Iran Must End Repression against Minorities”

2006-08-14

UNPO is deeply disturbed upon Syria's deportation of all Ahwazis, including UNHCR registered refugees and the Dutch national Mr. Al-Mansouri, in its custody to Iran. UNPO General Secretary Mr. Busdachin calls for urgent action and a comprehensive approach on human rights and effective democratisation.

UNPO is greatly concerned at the news that the Syrian government has deported all Ahwazis, including UNHCR registered refugees, as well as the Dutch national Mr. Al-Mansouri, in its custody to Iran. Furthermore, Mr. Said Awdeh Saki, a UNHCR registered refugee who was due to be relocated to Norway, was deported previously to Iran and his location is currently unknown.

The Ahwazi have been a UNPO Member since 2003 and UNPO continues to monitor related developments in Iran, in particular the worsening situation Ahwazis face in terms of arrest, torture and execution. UNPO General Secretary, Mr. Marino Busdachin states: “Recent events continue to demonstrate the total lack of respect for international human rights standards and the vulnerability of specifically national minority groups and indigenous peoples in Iran, such as the Ahwazi, Balochis, Kurds and other. These groups continue to suffer systematic discrimination, and the international human rights community has so far failed to address this issue sufficiently.”

Mr. Busdachin adds that a comprehensive approach to human rights and effective democratisation in the region is required and calls upon international actors and institutions to support initiatives involving minority groups within Iran promoting non-violent methodologies for democracy and human rights. “These groups can constitute the critical elements for a viable, legitimate and effective strategy for a just and democratic Iran, respectful of the international human rights treaties it has pledged to adhere to,” the UNPO General Secretary asserts.

KARACHI: Baloch people continue protest on 98th day

KARACHI, Aug 16: The protest Baloch people against illegal confinement of their family members allegedly by government agencies entered 98th day as they continued their sit-in at their camp outside the Karachi Press Club on Wednesday.

The Baloch Prisoners Release Committee (BPRC) also continued its series of protest rallies for the release of Baloch activists. Carrying banners and waving portraits of the ‘missing’ people, Baloch nationalists on Wednesday staged a demonstration outside the KPC for the release of all those allegedly whisked away by the agencies and have been kept at an undisclosed place for long. They also condemned an incident on August 14 in Turbat where, according to them, security forces resorted to baton-charge to disperse a women rally.

According to them, the rally had been organised by the family members of the missing people for their release from illegal confinement.

The BPRC rally described the action against innocent women and children as ‘an act of naked terrorism resorted to by the state’. They declared that such actions could in no way demoralise the Baloch people as they were determined to achieve their national objectives. They condemned the ongoing military ‘operation’ in Balochistan and vowed to resist all sorts of violence.

Iranian Army to launch war games

8/17/06

TEHRAN, Aug. 16 (Mehr News Agency) – Iran's army will start a series of military war games on Saturday to support the government's policies, the Army Deputy Commander Brigadier General Mohammad-Reza Ashtiani said on Wednesday.

"The military exercises will be launched in many provinces especially West Azarbaijan, East Azarbaijan, Kordestan, Sistan-Baluchestan, and Khorasan," Ashtiani told a press conference.

The maneuvers will involve the army's ground and air forces, the general added.

"The army is always prepared to back the government's policies… and is ready to thwart all the plots against the Islamic Republic of Iran," he stated.

"We should show Iran's military capability to the enemies," he said. "No army in the world can confront Iran's Army, the Islamic Revolution Guards Corps, and Basij (voluntary) forces," he noted.

The new weapons and munitions, which have been manufactured by the defense industries organization with the cooperation of the army, such as armor-piercing bullets, will be used in the exercises, he stated.

Congressman urges US to support Kurds of Iran

Thursday, August 24, 2006
KurdishMedia.com - By Sirvan Kaveh
Congressman Rohrabacher says U.S. should support Kurds, Persians and other opposition groups in Iran

Dana Rohrabacher, U.S. Congressman for the State of California, said on Wednesday that the United States should stand behind the opposition groups in Iran in order to overthrow the regime in power. Rohrabacher, who recently made an appearance on the Fox News program, "Your World with Neil Cavuto", explained the importance of American Support for the opposition groups in Iran to find an alternative solution to the nuclear crisis outside of U.S. military intervention or sanctions.

Rohrabacher said, "We should support the people in Iran to fight for themselves," explaining that such a move would eliminate the negative effects of a U.S. military intervention, which like in Iraq, could result in more hatred for the United States and a much higher insurgency in Iran than has been experienced in Iraq. Rohrabacher explained that Iran is multi-ethnic and said that the United States should back some 50% of Persians in Iran who support a regime change. He also said, Kurds, who constitute an even larger number in Iran than in Iraq, should be supported as well as the Azeris, Arabs and Baluchis who all oppose the Ayatollah Regime.

Rohrabacher said, "Most Persians in Iran want a regime change. We should support them. And there are more Kurds in Iran than there are in Iraq, along with the Azeris, Arabs, and Baluchis who all want change."

When the host of the program, Neil Cavuto, asked whether such a plan had been considered, Rohrabacher replied that there had been no discussions for such a plan previously and that there should be one in place immediately in order to "help our friends", referring to the opposition groups and ethnicities living in Iran.

Iranian Authorities hang another Baloch man in public in southeast Iran
Thu. 24 Aug 2006

Iran Focus

Tehran, Iran, Aug. 24 – Iranian authorities hanged a man in public in the south-eastern Iranian town of Khash, Sistan-va-Baluchistan Province, the official news agency IRNA reported on Thursday.

The man was identified as Amir-Hamzeh Eidouzehi.

He was charged with repeated armed robbery and rape, the report said.

Sistan-va-Baluchistan Province is home to Baluchis, a predominantly Sunni Muslim ethnic minority.

Iran has witnessed escalating unrest since 2006 in areas populated by Baluchis, who complain of discriminatory and repressive policies by the theocratic regime.

In recent months, Iranian authorities have stepped up executions in the restive province in what many Baluchis believe is a response to a spate of attacks by dissidents on government and security officials.
